Governments manage an ever-growing volume of complex, interconnected data - spanning people, assets, organizations, policies, and events. Yet valuable insights often remain siloed across disparate systems. Today’s public sector challenges - whether in policymaking, public safety, or national operations - demand secure, real-time integration of data across agencies and platforms. This is where Neo4j comes in.

Rino Ciaccia, Lead Data Scientist - Business Intelligence Unit, ACT Revenue Office
The ACT Revenue Office is responsible for the administration of ACT tax laws; including the development of revenue and taxation legislation, conducting compliance activities, managing debt, and administering taxes and duties such as land and payroll tax. Additionally, the Territory handles various concessions, grants, and rental bonds.
To analyse taxpayer relationships effectively, the Revenue Office has collected a diverse range of structured and unstructured data. However, using a traditional relational database to both manage and analyse complex relationships - imposed limitations. Consequently, it posed a significant risk to the Territory's ability to enforce tax compliance. To address these challenges a new approach was needed.
This presentation describes the journey the Revenue Office has taken to develop a graph database capability.
